Three Piles: Yours, Time's, and Nobody's

Most rate advice fails because it mixes together things you can act on with things you cannot. Here is the honest sort. It is short, and the shortness is the point.
Pile one: things you actually control
- Your reported mileage — by being accurate. Not by understating it. Accuracy is the lever, and it usually points downward because people round up.
- Your coverage choices. Limits, deductibles, and which optional coverages you carry. The limits question is worth doing properly.
- Which company you are with. The single largest lever available to most drivers, and the most underused.
- Whether your policy is accurate. Drivers, assignments, garaging address, vehicle trim.
- The vehicle you buy next. Before you buy it, not after.
- Whether you get another violation. The one that matters most and the one nobody lists.
Pile two: things only time changes
- Years of driving experience. It improves on its own, and it is one of California's top-three factors.
- Violations and at-fault accidents aging out. Two clocks run here, and both eventually help.
- Re-qualifying as a good driver. Three years, defined by statute.
- Continuous coverage building up.
The correct action for this pile is not effort. It is a calendar reminder to re-shop when a date passes.

Pile three: things to stop thinking about
- Credit, which California does not permit in personal auto rating.
- Your car's color, which is not a factor anywhere.
- Negotiating. The rate is filed and approved. There is nothing to haggle over.
- Loyalty as a strategy. Continuity can be a factor in a plan; hoping to be rewarded for staying is not a plan.
The uncomfortable one
Where you live is largely outside your control and it genuinely matters — though under California's ordering rule it has to weigh less than your record, mileage and experience. Moving for insurance reasons is almost never sensible. Knowing it is a factor is enough.
Work pile one and set a reminder for pile two. That is the entire honest strategy, and it takes about two minutes to start.

What is the single most effective thing I can do?
Compare companies properly with accurate details. Filed plans disagree about the same driver by design, and that spread is usually larger than anything else available to you.
Does taking a defensive driving course help?
Some companies credit an approved course and some do not, and eligibility rules vary. Ask your company before you enrol if the credit is the reason you are enrolling.
Should I move my car's registered address to a cheaper ZIP?
No. The garaging address must be where the car actually is kept, and misstating it is misrepresentation that surfaces at claim time. It is the one shortcut on this subject that is genuinely dangerous.
